Assistive Technology Centers
Proposals will be accepted through October 18, 2007, and only from bidders who submit a “Notice of Intent to Bid” by September 24, 2007.
Description:
Seven contracts will be awarded statewide to bidders whose proposal meet the stipulated criteria for programs that continue the Office of Children and Family Services' Commission for the Blind and Visually Handicapped's project goals of: 1) providing assessments of the assistive technological needs and abilities of legally blind consumers referred from the Commission and recommending assistive equipment configurations that meet their individual needs; and 2) providing comprehensive training to assist these consumers in achieving proficiency in the use of the recommended assistive equipment configuration to maximal benefit in the employment or educational setting. The Commission proposes to award contracts in response to this RFP in each of the following seven (7) geographic service delivery areas: Buffalo, Rochester, Syracuse, Albany, White Plains, New York City, and Hempstead. Approximately $1M per year is available for this program. Successful bidders will be expected to have the capacity to provide services at the level identified in the RFP, dependant upon referrals from the Commission. Bidders should keep in mind that the number of referrals from the Commission identified in the RFP for each of the delivery areas are projections based on historical referral levels, and that actual annual referrals from the Commission may be lower or higher. Reimbursement to the successful bidder will be based on attainment of assessment and training outcomes as a result of the provision of services to the consumers referred from the Commission. The contract term for these services will be January 1, 2008 - December 31, 2010, with an option to renew for up to two additional years.

CONTINUING NYS MENTOR TEACHER INTERNSHIP GRANT RECIPIENTS IN 2007–2008 PROJECT YEAR
New York State Mentor Teacher-Internship Program
Competitive funds in the amount of $ 100,000, for single grant awards ranging from $ 30,000 to $32,000 are available for continuing implementation of mentor teacher-internship programs in school districts which participated in the NYS Mentor Teacher Internship Program in 2006–2007 project year. Applications are limited to those recipients who have not previously received a grant award for funding in the 2007–2008 project year. Funding for this program is subject to yearly approval by the NYS Legislature. These programs enable experienced teachers (mentors) in a district or BOCES to provide guidance and support to beginning teachers (interns) in their first or second year of teaching.
Essential components of these programs include but are not limited to:
Joint development of these programs by school administration and local teachers' bargaining agents
Program focus on the mentor/intern relationship which develops through the project year, as the mentor guides the new teacher to self-assessment, professional confidence and independence
Release time for mentor and interns to participate in mentoring activities
Defined mentor selection process, including establishment of a mentor selection committee
Mentor training
Described activities for mentors and interns
Described role of principals in the program
Program evaluation
Allowable program expenditures include: costs related to release from instructional time for participating teachers, training for participating teachers, program coordination costs, supplies and materials, travel costs and program evaluation. Equipment purchases are not allowable program expenditures.

Pollution Prevention Institute
The Department of Environmental Conservation (hereafter, “the Department”) is issuing a Request for Proposal (RFP) for eligible entities to submit proposals to develop and implement a pollution prevention institute (hereafter, “the Institute”) in New York State. Applications will be accepted through December 5, 2007.
The Institute will be supported by a new category in the Environmental Protection Fund that provides up to $2 million in state assistance funding for the formation of a “pollution prevention institute.”
A contract will be awarded to one public or private university or non-profit institution, or to a consortium of such organizations.
For the purpose of this RFP, an eligible university will be defined as an institute of higher education with, at minimum, a masters degree program in a research field directly applicable to the purpose and intent outlined in Section II, A & B.
A non-profit institution must be a 501(c)(3) organization as defined by the US Internal Revenue Service code.
Each member of a consortium must meet the eligibility requirements detailed above. Consortiums must designate a lead proposer to file the RFP and to act as the lead organization.
The Institute must be established, operated, and maintained in New York State. Options may include a single center, a single center with satellite offices, or a group of multiple entities with specialty services. All centers, offices, facilities, entities and groups must be located in New York State.
The Institute will offer an unparalleled center for technology evaluation and development as well as training and assistance to state businesses and organizations involved in pollution prevention. The Institute will promote cost effective methods of reducing and eliminating the use of toxic substances in the manufacturing process.
The Institute will make businesses more competitive by enabling them to be more efficient. Incorporating research and development, technology transfer, technology demonstration, education, outreach, and workforce development, the Institute will focus on sustainability and toxic use reduction over the course of the product life cycle.
The Institute will foster partnerships between businesses, universities, state and local governments, health and environmental organizations. These partnerships will stimulate the research and development of cutting-edge environmental technologies that will promote sustainable economic development. The Institute shall focus on priorities that optimize environmental benefit and economic development.

Ryan White HIV/AIDS Treatment Modernization Act of 2006 (RWHATMA); Part B Funds to Support Two Components of Mental Health Care for Persons with HIV/AIDS
The New York State Department of Health AIDS Institute (NYSDOH AI), Division of Health Care, Bureau of Community Support Services (BCSS) announces the availability of Ryan White HIV/AIDS Treatment Modernization Act of 2006 (RWHATMA) Part B funds to support two components of Mental Health Care for Persons with HIV/AIDS:
Component A: Direct Services for Persons with HIV/AIDS
The goal of this funding is to assure that persons with HIV/AIDS have access to a range of services that will facilitate retention in mental health and primary care and increase medical and psychiatric treatment adherence. Applicants may choose one or both of the following options:
1. Grant funds to support mental health services provided to persons with HIV/AIDS who are uninsured and ineligible for Medicaid, Medicare, ADAP Plus, private insurance or other publicly financed health care systems (Veteran's Administration, etc.).
2. Grant funds to subsidize a portion of the cost of mental health treatment team members for services provided to insured individuals that are not reimbursed as part of the facility's Medicaid, ADAP Plus or other third party reimbursement rates.
Component B — Training and Technical Assistance
The goal of this funding is to improve the medical outcomes of HIV-positive persons by increasing the number of health care providers who are educated and motivated to counsel, diagnose, treat, and medically manage individuals with mental illness and HIV infection. The NYSDOH AI is seeking to identify applicants that can provide one or more of the following services:
1. HIV Psychiatric Consultation - to support medical and psychiatric providers by offering consultation services that include: diagnostic assessment and treatment recommendations; medication evaluation; clinical and psychiatric consultation, including child and adolescent psychiatry; and other technical assistance as needed.
2. Training and Professional Development - in advanced mental health topics such as the care of the triply diagnosed client; the benefits of staying connected to the health care system; and methods to measure and evaluate HIV and mental health client outcomes.
3. Community Psychoeducation - including consumer mental health forums; training for community providers on the service needs of persons with HIV/AIDS in need of mental health and substance use treatment; and stigma and discrimination associated with both mental illness and HIV/AIDS.

Contracts will be for a one-year period with the option to renew for four additional one-year periods based on satisfactory performance and availability of funds. Should additional funding become available, the AIDS Institute may select a contractor from the pool of applicants deemed approved but not funded. If it is determined that the needed expertise/services are not available among these organizations, the AIDS Institute reserves the right to establish additional competitive solicitations or to award funds on a sole source basis.

The New York State Department of Health is pleased to announce the availability of funds in the amount of $ 250,000 to fund one Statewide Oral Health Technical Assistance Center to provide assistance to communities, health care institutions, mobile dental vans and school-based dental health centers in both rural and urban areas, to improve oral health and access to oral health services. The Bureau of Dental Health will fund a statewide technical assistance center that is capable of assisting communities in developing innovative solutions to improve oral health. Applicants will need to demonstrate how they will identify and address the needs of providers and communities statewide and describe how they will operate and be accessible to providers and communities who are willing to serve the underserved and publicly-insured.
This Request for Applications (RFA) FAU # 0704200130 entitled, “Statewide Oral Health Technical Assistance Center,” is targeted to not-for-profit agencies such as Article 28 facilities, community health centers, dental schools and other providers of dental care services in New York State. They must be able to demonstrate a history of strong involvement in conducting needs assessments, designing effective public health improvement strategies and developing public-private partnerships and coalitions for improving oral health. Applicants must demonstrate involvement in working with school-based dental services and mobile dental vans in both rural and urban areas. Extensive experience in working with communities to identify potential/existing problems and offering possible solutions to strengthening access and services for oral health care is preferred. Preference will be given to those with extensive statewide experience in oral heath practice development and in conducting surveillance of oral diseases.
Funds are targeted toward providers that serve urban and rural areas. Providers in all counties including New York City boroughs are eligible to apply. Funding is available on a competitive basis.

COUNTY GOVERNMENTS
Centralized Property Tax Administration Program (CPTAP)
Applications will be accepted from October 1, 2007 through December 30, 2007 for the “Centralized Property Tax Administration Program.” The New York State Office of Real Property Services (ORPS) is establishing this grant program and is seeking proposals from county governments for projects leading to county coordination of real property tax administration and property tax collection information management. We anticipate awarding approximately 25 grant applications for the 2007–08 fiscal year. Questions should be addressed to 2007–08 [email protected].
