Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. NOTICE OF PUBLIC HEARING
Power Authority of the State of New York Proposed Revisions to the Power Authority's Foil Regulations
Pursuant to Public Officers Law Section 87(1) and Public Authorities Law Section 1004, the Power Authority of the State of New York (“Power Authority”) will conduct a Public Hearing to obtain the views of interested persons on proposed revisions to the Power Authority's Freedom of Information Law regulations (Part 453 of Title 21 of the New York Code of Rules and Regulations). Details of the Public Hearing are as follows:

Deferred Compensation Board
Pursuant to the provisions of 9 NYCRR, Section 9003.2, authorized by Section 5 of the State Finance Law, the New York State Deferred Compensation Board, beginning Monday, August 13, 2007 is soliciting proposals from Financial Organizations to provide active cash management fixed income investment services in a separate account structure. The separate account will handle the cash management needs of the New York State Deferred Compensation Plan's Stable Income Fund. The Stable Income Fund is offered as an investment option under the Deferred Compensation Plan for Employees of the State of New York and Other Participating Public Jurisdictions, a plan meeting the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto. Department of Environmental Conservation
Pursuant to subdivision 5 of Section 23-1101 of the Environmental Conservation Law, the New York State Department of Environmental Conservation hereby gives public notice of the following: The Department has determined that public bids for the leasing of a parcel of State land totaling 11.33 acres of State Route 225 in the Town of Southport, Chemung County for oil and natural gas production is unreasonable and impracticable.
The Department intends to lease such lands to East Resources, Inc. for such purpose.

Pursuant to Section 30-a of the Public Lands Law, the Office of General Services hereby gives notice to the following:
Notice is hereby given that the New York State Office of General Services has declared that 5.5 acres of land on Prospect Street, located in the City of Beacon, County of Dutchess is not longer useful for State program purposes and has been declared abandoned to the Commissioner of General Services for sale or other disposition as unappropriated State land. This abandonment was approved July 23, 2007.

Power Authority of the State of New York Notice of Proposed Rule Making Public Forum Scheduled
Pursuant to the New York Public Authorities Law, Section 1005, the Power Authority of the State of New York (the “Authority”) proposes to amend the service tariffs for its Economic Development Power, High Load Factor and Industrial Economic Development served by Municipal Distribution Agencies to increase rates for customers who have long-term price commitments that expire on October 31, 2007.
The Authority proposes an average 11% price increase based on the “as delivered” rates beginning November 1, 2007.
Written comments on the proposed revisions will be accepted through Monday, October 1, 2007, at the address below.

Department of State F-2007-0425 (DA) Date of Issuance — August 15, 2007
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
In F-2007-0425, the United States Department of Homeland Security Animal Disease Research Center, located on Plum Island, New York, is proposing the maintenance dredging of the existing Plum Gut Harbor and access channel located on the southern end of the Island. The proposed project will include the dredging of approximately 29,000 cubic yards of material from the Plum Gut Harbor in order to support the continued use of the harbor for passenger and freight ferries used for accessing the Government research facility. The proposed dredging will be performed hydraulically with the resultant material pumped directly onto the adjacent shoreline between the harbor and Pine Point for beach nourishment. Dredging is expected to occur during a four-month period commencing in September 2007.
Any interested parties and/or agencies desiring to express their views concerning the above proposed activity may do so by filing their comments, in writing, no later than 4:30 p.m., 30 days from the date of publication of this notice, or, September 14, 2007.
