Integrating Tobacco Use Interventions into New York State Chemical Dependency Services
The New York State (NYS) Department of Health is seeking applicants with demonstrated experience to assist OASAS-licensed substance abuse treatment providers to implement tobacco control regulations and policy and integrate clinical interventions for tobacco dependency into existing treatment regimens through training and technical assistance.
As a result of this solicitation, the NYS Department of Health Bureau of Tobacco Use Prevention and Control will fund a Development, Management, and Oversight agency (DMOA) to procure, manage, and support Regional Technical Assistance and Training Centers (RTATC) strategically located throughout the state to work hands-on with OASAS-licensed substance abuse treatment providers to help them implement tobacco related policy and treatment programs. Applicants that have the capacity for both oversight and training may also apply thereby precluding the necessity to subcontract with separate Regional Technical Assistance and Training Centers. This Request for Applications may be found in the New York State Department of Health's website at: http://www.nyhealth.gov/funding.
The Bureau of Tobacco Use Prevention and Control has allocated up to $2.5 million for the two-year term of the contract for this solicitation.
Applications will be accepted through September 10, 2007 from the following non-profit organizations: educational and training institutions, community-based organizations, academic institutions and hospitals.

Development of Regional Childhood Lead Poisoning Prevention Resource Centers
The New York State Department of Health (DOH) is issuing a Request for Applications (RFA) for the Development of Regional Childhood Lead Poisoning Prevention Resource Centers (RCLPPRC). These centers will provide outreach and education, medical consultation and technical assistance on lead screening and state-of-the-art management of lead poisoned children and pregnant women to primary care providers within a geographic region. It is anticipated that regional centers will be strategically placed to provide statewide coverage in New York State.
Applications will be accepted from not-for-profit hospitals licensed under Article 28 of the Public Health Law (PHL). The center must have an on-site pediatric intensive care unit, an accredited family practice or pediatric residency program, a part-time physician medical director who is experienced in the medical management of childhood lead poisoning cases, and a full-time coordinator available to coordinate intended outreach activities of the Resource Center.
Applications will be accepted through October 2, 2007 for approximately three (3) contracts across the state. Applicants may apply up to $200,000 each in the following designated regions: Metropolitan-Hudson Valley Region, Eastern Region/Central Region, and Western Region.

CERTIFIED ADULT CARE FACILITIES AND HOME CARE PROVIDERS
Assisted Living Program Beds
As a result of recommendations contained in the Commission on Health Care Facilities in the 21st Century (a.k.a. The Berger Commission Report), recommendations that have become law, in accordance with the enabling statute of the Commission (section 31 of Part E of Chapter 63 of the Laws of 2005), the New York State Department of Health is soliciting applications for 230 Assisted Living Program (ALP) beds. The bed distribution is limited to 100 ALP beds in Niagara County, 80 ALP beds in Tompkins County and 50 ALP beds in Suffolk County. If the number of applications received in response to this solicitation exceeds this level in any county, a competitive review will be required. An application package and explanatory materials are available at the Department of Health website at www.nyhealth.gov. Click on “long term care,” and then “assisted living” to access these materials online.
In order to be approved as an ALP, an eligible applicant must be an entity or entities with identical ownership that in combination are approved to operate:
An adult home or enriched housing program AND
A licensed home care services agency, OR
A certified home health agency, OR
A long term home health care program.
The ALP application allows an entity to apply simultaneously for certification as an adult home or enriched housing program and a licensed home care services agency.
Eligible Applicants
The entity authorized to operate an Assisted Living Program must be certifiable as an adult care facility and as a home care provider. Applicants to operate an Assisted Living Program must be one of the following: a not-for-profit corporation, a business corporation (that is not publicly traded, and whose shares are owned by natural persons), a limited liability company (if members are corporations or limited liability companies, the shareholders or members of same must be natural persons), a public agency, or an individual or general partnership comprised solely of natural persons.
These entities must either already hold the required certificates, or have an appropriate application in process, or request such certification as part of the application for approval as an Assisted Living Program.
The requirement for an “eligible applicant” can be met in either one of two ways. Either by (1) a single legal entity which possesses or is eligible to apply for an adult home or enriched housing program operating certificate and for approval of home care services; or by (2) one or more legal entities with identical ownership that in combination, possess or are eligible to apply for, an adult home or enriched housing program operating certificate and for approval of home care services.
For the purposes of this Request for Applications, the highest consideration will be given to applications that demonstrate:
Projects targeted toward services to the frail elderly, who would otherwise be at risk for inappropriate placement in a residential health care facility due to the lack of an appropriate home environment in which to live and safely receive services;
The applicant's commitment to admit and retain individuals in receipt of Supplemental Security Income (SSI), Safety Net benefits or Medical Assistance (MA);
Proposals that increase the supply of new ALP beds rather than convert existing adult home and/or enriched housing program beds to ALP beds; and
The applicant's ability to commence services most quickly by demonstrating completion or near completion of financial arrangements, site control and architectural planning.

A notice was previously published in the State Register on July 11th indicating that applications would be accepted until September 17, 2007 at 5 p.m. in response to a Request for Applications (RFA) for lead agencies responsible for the programmatic, fiscal and administrative operations of regional Ryan White Part B HIV Care Networks. This RFA has been withdrawn.
A revised notice will be issued in the near future.
