Quality Youth Development Programs After School
The New York State Office of Children and Family Services (OCFS) invites not-for-profit community-based organizations and faith-based organizations to submit proposals for the development of quality youth development programs after school based on the Advantage After School Program model. Advantage After School Programs, in partnership with local schools, offer a broad range of educational, recreational, cultural age-appropriate activities in a safe environment. Advantage After School Programs integrate what happens in the school day with less formal learning experiences and encourages the active participation of children, youth and families in the design and delivery of program activities. The program must be available at a minimum three hours after school each day. The expectation is that these programs will enroll a group of children and youth who will attend daily. Programs must meet all applicable State Laws and Regulations including the registration process for School Age Child Care (SACC) as outlined in OCFS Regulations, part 414.
The award range is $50,000 to $300,000 with a maximum cost per child of $1,250 per year. The projected contract start date is January 1, 2008. Awards will be made for twelve months with one-year renewals for an additional four years, subject to availability of funding and satisfactory contractor performance. Proposals must be postmarked by August 6, 2007. Faxes or e-mail submission will not be accepted.
Awards provided by the Advantage After School Program RFP are funded under Federal Temporary Assistance to Needy Families(TANF). TANF funds may be used for the direct delivery of services and activities to elementary, middle, and high school-aged youth to improve their life skills and assets so as to reduce the incidence of teen pregnancy, and other health compromising behaviors. Funds for training staff, parent participation, recruiting and retaining youth, program scheduling, daily program coordination, staff supervision and youth involvement in the design and delivery of the program are considered direct service activities for this program. TANF funds may not be used for major renovations, capital construction or transportation.

Aid to Crime Laboratories (2007 - 2008) Grant Program
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the operations and enhancement of New York State's public forensic laboratories.
Approximately $9 million in SFY 2007 - 2008 State General Funds is available for awards to New York State's public forensic laboratories as defined in New York State Executive Law § 995 (1)and (2). Contracts will be awarded for the 15-month period April 1, 2007 through June 30, 2008.

Regional Economic Transformation Strategies Through a Sector or Clustered Based Approach Request for Proposals (RFP) # 13-N
The New York State Department of Labor will be accepting proposals from eligible parties that seek to improve a region's competitive advantage by improving the supply and quality of a region's talent pipeline through transformation strategies built around either a sector based or a clustered based approach that is focused on addressing one or more of the region's following workforce development needs: Talent Attraction, Talent Development; or, Talent Retention.
This is a two tier bid offering, on a three round funded basis defined below. Bidders may apply for both a Tier One and a Tier Two award, as long as the bidder can satisfy the criteria that governs funding under each tier.
Bidders currently involved in the federal WIRED initiative will be eligible to compete for an award under this initiative, as long as it can be demonstrated that efforts undertaken with current grant funds will not be duplicative of efforts being pursued under the WIRED initiative.
Tier One Offering
Tier One bidders will be eligible for a planning grant of up to $50,000, to develop (within a 90 day period) an operational plan that will guide the region's transformation strategy. Payments to Tier One grantees will be made on a performance based basis. Final payment will require submission of an operational plan, which must include partnership agreements with key stakeholders (defined in the RFP) that is acceptable to the Department. Operational plans that are approved, will automatically be considered for funding under Tier Two.
Tier Two Offering
Awards of up to $500,000, will be available to Tier Two bidders who can demonstrate that they have an operational plan that is ready to go and which will help guide their region's transformation strategy.
Tier Two grantees selected under this offering will be eligible for one year renewal agreements, not to exceed a total of three years in funding, for renewal funding amounts equivalent to the initial award.
Rounds: Open and Close Dates
Round One bids will be accepted as of June 27, 2007, with a closing date of September 4, 2007. Up to $3 million will be available to fund bids approved under this round.
Round Two bids will be accepted as of September 5, 2007, with a closing date of November 30, 2007. Up to $2 million will be available to fund bids approved under this round.
Round Three bids will be accepted as of December 1, 2007, with a closing date of January 31, 2008. Up to $1 million will be available to fund bids approved under this round.

Protection and Advocacy for Assistive Technology (PAAT) Program
As the administering agency for the PAAT program, CQCAPD is seeking to establish a five-year contract with an organization to provide program services throughout New York State for the period December 1, 2007 - November 30, 2012.
Program Summary: Pursuant to funding made available through Title I, as amended, Sec. 5, PL 108-364, 29 USC 2004 of the Federal Technology-Related Assistance for Individuals with Disabilities Act of 1998, CQCAPD is announcing the availability of funding to establish a Statewide assistive technology protection and advocacy program that will provide legal, administrative, and other remedies to promote increased access to assistive technology by and for individuals with disabilities.
Requirements: Grantee must be a not-for-profit organization, independent of any agency that provides treatment or habilitation services to persons with disabilities. Grantee must have the capacity and expertise to effectively advocate on behalf of eligible individuals and to provide legal representation.
It is anticipated that a total of approximately $125,000 will be available during the first one-year contract period of December 1, 2007 - November 30, 2008. Funding amounts for years two through five of the five-year term will be subject to the availability of funds.
A Request for Proposals (RFP) is expected to be released on July 3, 2007. Due date for receipt of proposals is August 10, 2007. Subcontracting will not beallowedwithout the express written approval of CQCAPD.
