CURRENT MH/JJ COUNTY CONTRACTORS; NEW MH/JJ APPLICANTS

The Mental Health/Juvenile Justice Project (MH/JJ) is designed to divert juvenile delinquent youth with identified mental health and/or substance abuse treatment need(s) from New York State Office of Children and Family Services (OCFS) residential placement within either a voluntary or State operated facility.

Approximately $1.3 million is available for the purpose of funding county programs to divert juvenile delinquent youth with identified mental health needs and/or substance abuse need(s) from OCFS. The MH/JJ Project requires that mental health teams be co-located within local probation departments providing the following services: screening, assessment (both strength-based and diagnostic), case management services including wraparound, as well as direct and referral services, for identified youth and their family.

Applications will be accepted from all current MH/JJ county contractors. New applications will be accepted from county governments within NYS with OCFS placements of 10 youth or higher within the period January 1, 2006 thru December 31, 20061, as specified below.

MH/JJ funds are available for:

Current MH/JJ County Contractors (Broome, Columbia, Dutchess, Erie, NYC — Kings, Monroe, Schenectady, Suffolk, and Westchester)

New MH/JJ Applicants (Nassau, Niagara, Oneida, Orange, Wayne, and NYC — Bronx, New York, Queens, and/or Richmond)

The initial term of the contract for successful bidders will be January 1, 2008 to December 31, 2008 with the potential of up to four annual (12-month) renewal periods (January 1st through December 31st) contingent upon availability of funds and satisfactory contractor performance. Five (5) to seven (7) awards totaling approximately $900,000 will be made available for current MH/JJ County applicants. Two (2) to four (4) awards totaling approximately $400,000 will be made available for new applicants.

Proposals must be postmarked no later than June 15, 2007. Funds are available for new or current programs and are not intended to supplant existing funds.

ALBANY, BROOME, CHAUTAUQUA, DUTCHESS, NIAGARA, ONONDAGA, SCHENECTADY AND ULSTER COUNTIES

The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to support the continued operation of existing offender Reentry Task Forces in upstate IMPACT counties and to help establish new local Reentry Task Forces in upstate IMPACT counties that do not have them.

The following nine IMPACT counties are eligible to apply for awards of up to $100,000 each for the continuation of existing local Reentry Task Forces: Erie, Monroe, Nassau, Oneida, Orange, Rensselaer, Rockland, Suffolk and Westchester. Awards for continuation funding will be for the 12-month period July 1, 2007 through June 30, 2008 with a one-year renewal option, contingent upon available State appropriations.

The following eight IMPACT counties are eligible to apply for awards of up to $100,000 each to establish new local Reentry Task Forces: Albany, Broome, Chautauqua, Dutchess, Niagara, Onondaga, Schenectady and Ulster. Awards for start-up and implementation of new Reentry Task Forces will be for the 18-month period July 1, 2007 through December 31, 2008 with a one-year renewal option, contingent upon available State appropriations.

HIGH RISK NONPROFIT ORGANIZATIONS

Fiscal Year 2007 Urban Areas Security Initiative (UASI) Nonprofit Security Grant Program provides funding support for target hardening activities to nonprofit organizations that are at high risk of international terrorist attack

The Bureau of Refugee and Immigrant Assistance (BRIA) of the New York State Office of Temporary and Disability Assistance (OTDA) will make available up to $5,520,000 for a 36 month period under the Request for Proposals (RFP).

This New York State Citizenship Initiative (NYSCI) RFP is soliciting proposals for two complementary program components.

Component A is for local agencies to provide direct services to assist non-citizens with naturalization. OTDA will pay selected agencies for achievement of specified contract outcomes to inform non-citizens about the benefits of becoming naturalized and to prepare them for each step in the naturalization process. This component is intended to make services available statewide. Bonus payments are made available in order to encourage providers to aggressively assist non-citizens who are at risk of losing federal benefits, as well as those who are in receipt of state benefits.

Component B is for technical assistance to direct service providers. The selected agency/entity is to be a source of current immigration information, on-site training, immigration presentations, workshops and dissemination of new information on any changes to immigration laws and policies. Component B will address the need for our service providers to remain current with the complicated and ever-changing immigration laws, policies, and procedures facing New York State's immigrant and refugee service providers today.

OTDA reserves the right to award Component A funds by geographic region in order to serve the greatest number of non-citizens. Based on our analysis of population trends in New York State, OTDA may fund Component A agencies to provide services in some or all of the following counties: Bronx, Kings, Queens, New York, Richmond, Nassau, Suffolk, Rockland, Orange, Sullivan, Ulster, Westchester, Putnam, Dutchess, Columbia, Greene, Albany, Rensselaer, Schenectady, Saratoga, Oneida, Onondaga, Broome, Tompkins, Monroe, Wayne, Ontario, Niagara, Erie, Chautauqua, Clinton, Jefferson, and St. Lawrence. Applicants may propose to provide services in other counties, with justification. One Component B agency will be funded to provide services statewide.

Eligible applicants for include public agencies, county or municipal governments, or any subdivision; not-for-profit corporations, including charitable organizations incorporated, registered and in good standing with the Charities Bureau of the Attorney General in the State of New York; and faith based organizations and educational institutions. In addition, eligible applicants must meet one of the following criteria:

In addition, eligible Component A applicants must have experience in providing, or a demonstrated ability to provide, services related to the naturalization process, and other related services to non-citizen residents of New York State. Eligible Component B applicants must have experience in providing, or a demonstrated ability to provide, technical assistance and training to service providers in New York State. In addition, eligible component B applicants must have a demonstrated ability to develop and deliver community education.
