Federal Highway Safety Program
The Governor's Traffic Safety Committee (GTSC) is issuing a Request for Application (RFA) to solicit applications from State agencies, local governments and not-for-profit agencies for Federal Highway Safety grants. Grant applications must be received by the GTSC on or before May 15, 2007.
The GTSC oversees New York State's highway safety program and receives funding from the National Highway Traffic Safety Administration to address highway safety related problems. The goal of the program is to prevent motor vehicle crashes, save lives, and reduce the severity of injuries suffered in crashes on the state's roadways. The GTSC distributes these funds to state agencies, local governments and qualifying not-for-profit agencies through a grant award program. Grants are awarded for one-year periods, with the possible option of up to two additional one-year periods for renewal, based on the availability of federal funding and the performance of the grantee. To qualify for funding, a highway safety problem must be documented and quantified; and an innovative solution addressing the problem must be proposed.
Applications from local governments must be submitted through their local Traffic Safety Board, pursuant to Article 43 of the NY Vehicle and Traffic Law and Article 16-A of the NY Executive Law.
Grants for the upcoming 2008 Federal Fiscal Year will run from October 1, 2007 to September 30, 2008.

Adult Home Advocacy Program
As the administering agency for the Adult Home Advocacy program, CQCAPD is announcing the availability of state local-assistance funding to establish two five-year contracts for the period October 1, 2007 – September 30, 2012 with not-for-profit organizations to provide program services in the areas of New York City and Nassau/Suffolk Counties.
Program Summary: The Adult Home Advocacy program assists mentally disabled residents of adult homes in asserting their rights under federal and state law by providing information and referral, outreach and training, and legal and non-legal advocacy, as well as on systemic issues which may be identified.
Requirements: Grantee must be a not-for-profit organization with an established and successful history of representing individuals with mental disabilities and must have the ability to provide program services throughout each region.
It is anticipated that a total of approximately $170,000 will be available during the first one-year contract period of October 1, 2007 – September 30, 2008. Funding amounts for years two-five of the five-year term will be awarded on an annual basis and will be subject to the availability of program funds.
A Request for Proposals (RFP) is expected to be released on April 18, 2007. Due date for receipt of proposals is June 13, 2007. Subcontracting will not be allowed without the express written approval of CQCAPD.

Homeless Housing and Assistance Program
The Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance recently issued the SFY 2007–08 Request for Proposals (RFP) for the Homeless Housing and Assistance Program (HHAP). Under HHAP, the HHAC is authorized to provide grants and loans for acquisition, construction and rehabilitation in order to expand the supply of housing for low income persons who are, or would otherwise be, homeless. A homeless person is defined as an undomiciled person (whether alone or as a member of a family) who is unable to secure permanent and stable housing without special assistance, as determined by the Commissioner of OTDA. The anticipated HHAP appropriation for State Fiscal Year 2007–2008 is $30 million, of which $5 million may be reserved for the development of projects serving homeless persons with HIV/AIDS. Funding will be made available subject to the enactment of the SFY 2007–08 State Operations and Aid to Localities Budget, including an appropriation for HHAP.
Applications will be accepted through May 31, 2007 for funding under the Homeless Housing and Assistance Program. Funding is available to bidders statewide. Awards will be based upon a combination of demonstrated need, organizational capacity and experience, cost effectiveness and other criteria outlined in the RFP.
