Federal Title II Formula Grant Program
Subject to the availability of funding, the NYS Division of Criminal Justice Services is issuing a Request for Proposals (RFP) to solicit applications from State agencies, local governments and not-for-profit agencies for the Federal Title II Formula Grant program. Proposals will be accepted through March 30, 2007.

PARTNERSHIP OF AN ENGINEERING, MATHEMATICS, OR SCIENCE DEPARTMENT OF AN INSTITUTION OF HIGHER EDUCATION AND A HIGH-NEED LOCAL EDUCATION AGENCY
Title II Part B Mathematics and Science Partnerships, No Child Left Behind Act of 2001 (NCLB)
It is expected that approximately $12 million will be available each year to support three-year grants under the Mathematics and Science Partnership Program. The purpose of this program is to increase academic achievement of students in mathematics and science by enhancing the content knowledge and teaching skills of classroom teachers. Partnerships between high-need school districts and the science, technology, engineering, and mathematics (STEM) faculty in institutions of higher education are at the core of these improvement efforts.
A grantee must be a partnership that includes a high-need local educational agency and an engineering, mathematics, or science department of an institution of higher education. Other agencies such as other local educational agencies, public charter schools, private schools, businesses, and others may also be included in the partnership.

PRIVATE SECTOR FOR-PROFIT AND NOT-FOR-PROFIT BUSINESSES THAT HAVE FOUR OR MORE EMPLOYEES AND AT LEAST ONE PHYSICAL LOCATION IN NEW YORK STATE
Request for Applications (RFA) # 25-M
Applications will be accepted on an ongoing basis for the RFA # 25-M grant program. This grant provides funds to train incumbent (employed) workers in specific occupational skills needed by the applicant business or the industry in which it operates and that lead to career growth and increased wages for the trainees. Funds may be used to pay for outside vendors or in-house trainers to provide on-site training, off-site training or distance learning. The position targeted for training must exist and be filled at the time that the application is submitted. The applicant must demonstrate that the training will result in the workers' acquisition of transferable occupational skills.
There is a per-trainee cap of $2,000.00. The proposed training must result in the trainees' receipt of an increase in wages. Awarded businesses will have up to six months after the end date of the contract to provide confirmation of the wage increase. Awards for individual applications may not exceed $50,000.00, subject to funding availability. A Workforce Development and Training lifetime training grant cap has been established that limits a businesses receipt of funding under the program (including RFAs 32-I, 17-K, 37-L, and 25-M, and RFPs 14-K and 25-L) to $50,000.00. Large businesses (those with 100 or more employees at a single or multiple facilities in New York State) will be awarded 75% of the instruction costs and be required to contribute a 25% cash match toward the instruction costs. This match does not include wages for employees while in training but would be 25% of the actual cost of the instructor costs.
Approximately $10 million in statewide funds received under the Workforce Investment Act will be made available for this grant program. Contracts will be awarded for a period of up to six months. Limited no-cost contract extensions of up to three months may be approved under extenuating circumstances and at the discretion of the Department. Awardees will be required to provide reports documenting the outcomes of the project. Contract payment will be on a reimbursable basis. Contractors must promptly submit vouchers for reimbursement of costs that have been incurred and paid in accordance with the approved budget. Any award must be expended on program activities in New York State and the employees to be trained must work in New York State upon completion of the training.
