New York City Legally-Exempt Caregiver Enrollment Agencies

OCFS is issuing a Request for Proposals (RFP) for the purpose of awarding a contract(s) to qualified not-for-profit organization(s) to administer legally-exempt enrollment services in New York City. There is $3,925,000 available for funding the legally-exempt enrollment services in New York City under the New York State Child Care Block Grant.
The New York City legally-exempt caregiver enrollment agencies once established will be required to conduct specific functions within set time frames. New York City's legally-exempt child care caregivers will be required to become enrolled through a legally-exempt caregiver enrollment agency in order to be eligible to receive child care subsidy payments. The legally exempt enrollment agencies functions will include: the legally-exempt child care caregiver's enrollment package information must be reviewed and request for missing information conducted within 5 business days; a temporary enrollment decision must be rendered within 10 days; full enrollment decision must be rendered within 40 days; re-enrollment process must be completed within 40 days of receipt of a completed re-enrollment package; 20% on-site inspections of legally-exempt child care caregivers not enrolled in CACFP, and quarterly reviews of case files that enrollment agencies will be required to maintain as well as meeting all appropriate entries into the Child Care Facility System (CCFS) database in the time, manner and form required by NYS OCFS.
In order to be eligible for funding as a result of this RFP, the applicant must be a not-for-profit organization that demonstrates the ability to provide legally-exempt child care enrollment services in the catchment area(s) for which the organization is bidding to serve as the legally-exempt caregiver enrollment agency.

COLLEGES, UNIVERSITIES AND OTHER ENTITIES WITH A DEMONSTRATED CAPACITY TO CONDUCT APPROPRIATE RESEARCH, EVALUATION AND TECHNICAL ASSISTANCE ACTIVITIES
Technical Assistance Project to Support and Evaluate the Congregational Inclusion Effort in the Central New York Developmental Disabilities Services Office
One grant of up to $50,000 will be funded by DDPC for a 12-month period to further build community inclusion by individuals with developmental disabilities, particularly their ability to select and participate in religious and spiritual activities. The grant may be renewed for two additional 12-month periods for up to $50,000 for continued implementation. The applicant's program and budget narratives must provide the justification for the grant amount requested.
The successful project will be expected to fully coordinate its activities with the Central New York Developmental Services Office (CNYDDSO) of the NYS Office of Mental Retardation and Development Disabilities. In the spring of 2007, the CYNDDSO will begin using religious/spiritual desires questions in its Individualized Service Plans review process. The CNYDDSO effort would attempt to identify religious/spiritual interest, link individuals with developmental disabilities with community-based religious/spiritual organizations, and provide a service delivery system to promote those linkages. The grantee would conduct a technical assistance project to research, support and evaluate the impact of the CNYDDSO's Congregational Inclusion project on three separate and distinct groups:
Individuals with developmental disabilities and their families;
The regional service delivery system; and
Religious congregations.

Letters of intent will assist DDPC in identifying interest and the potential applicant pool. NOT-FOR-PROFIT ORGANIZATIONS WITH DEMONSTRATED EXPERTISE IN PROVIDING SPECIAL EDUCATION ADVOCACY TRAINING FOR FAMILIES, STUDENTS, AND ADVOCATES FOR PERSONS WITH DISABILITIES
Federally Funding
CQCAPD is announcing the availability of federal funding to establish a five-year contract that will provide special education advocacy training to families of children with disabilities, students with disabilities, advocates, and other interested parties within the New York City catchment area. Potential contractors must have the capacity to serve all five boroughs, and must plan to conduct a majority of their training activities for the benefit of individuals residing or receiving educational services within the Boroughs of Brooklyn and Bronx during the first two years of the contract.
Through the Request for Proposals (RFP) process, CQCAPD will accept applications to establish a contract for the period August 1, 2007 through July 31, 2012 with an eligible organization. The initial one-year contract period (August 1, 2007 through July 31, 2008) will be funded at $50,000. Funding for subsequent one-year terms will be subject to the availability of federal grant monies. To be eligible, applicants must be not-for-profit organizations, independent of any public or private agency that provides treatment or habilitation services to persons with disabilities. Applicants must have the capacity and expertise to train the target audiences. The RFP is expected to be released on March 1, 2007. The due date and time for the receipt of proposals is April 16, 2007 at 3:00 p.m. Subcontracting will not be allowed without the express written approval of CQCAPD.

Hazard Mitigation Grant Program—FEMA-1665 and FEMA-1670- DR-NY
The State Emergency Management Office (SEMO) is requesting Letters of Intent (LOI) from the eligible applicants, for the development of mitigation projects and plans. Funding will be available under the Hazard Mitigation Grant Program (HMGP) from two major disaster declarations—FEMA-1665 and FEMA-1670-DR-NY. These declarations were made subsequent to the October 2006 snowstorm that impacted Erie and several other western New York counties and the November 2006 flooding that impacted several counties in the Southern Tier-east and central parts of the State.
Via the regulations governing the use of HMGP funds, Project funds will support eligible Mitigation measures that include construction activities that will result in protection from future hazards; retrofitting of facilities; property acquisitions, elevations or relocations; and other types of projects that will result in protection to public or private property. Planning grant funds will be used to support the development of multi-hazard single or multi-jurisdiction hazard mitigation plans. FEMA-approved mitigation plans are required to be in place before eligible applicants can apply for project funding. Only those Counties and other local governments that do not currently have FEMA-approved hazard mitigation plans or are currently engaged in such planning can apply for these funds.
The LOIs will be accepted through February 28, 2007 and must be submitted by eligible applicants who include state and local governments; private non-profit organizations or institutions that own or operate a private non-profit facility; or Indian tribes.
