The New York State Office of Children and Family Services, (OCFS) is pleased to announce two funding opportunities in the RFP. The Child Care Resource and Referral services (CCR&R) has approximately $19 million available for the provision of CCR&R services state-wide. The Infant/Toddler Regional services (I/T) has approximately $1.1 million available to provide regional (I/T) services. The New York State Office of Children and Family Services, (OCFS) is seeking applicants for two program initiatives through the RFP. The first is the Child Care Resource and Referral services (CCR&R) for the provision of CCR&R services on a per district basis. The CCR&R agencies represent a critical link between the State's efforts to oversee and strengthen the child care system and provide quality child care services to New York State's families. The second initiative Infant/Toddler Regional services (I/T) will seeks proposals for services on a regional basis. Technical Assistance Centers will be funded on a regional basis to promote an understanding of the importance of and strategies for improving the quality of care for infants and toddlers.

CCR&R services include information on the components of quality child care; referrals to child care providers and programs; and technical assistance to child care providers and programs. The second initiative will fund Regional Infant/Toddler Technical Assistance services to include providing technical assistance to child care providers on best practices in serving infant and toddlers; assisting CCR&Rs and licensers and registrars within the region as they also support the development and maintenance of child care providers serving this age cohort.

GC#06-029 Teaching Opportunity Corps (TOC)
The Teacher Opportunity Corps (TOC) was established under Chapter 53 of the Laws of 1987. These grants will support and help shape teacher training curricula and professional development activities which address the needs of at-risk students. Targeted activities will allow teachers and prospective teachers to improve their content knowledge and classroom practice in order to help students achieve academically. The purpose of the TOC grant is to enhance the preparation of teachers and prospective teachers in addressing the learning needs of students at risk of truancy, academic failure, or dropping out of school and to increase the participation rate of historically underrepresented and economically disadvantaged individuals in teaching careers. The intent of this TOC grant is to provide prospective and current classroom teachers with relevant training.
This grant is for years 2007–2010. It is anticipated that funds totaling $713,000 will be available for the initial year funding (2007/2008).

OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE

TYPE OF RECIPIENT
Consistent with Chapter 862 of the Laws of 1990, the agency named below requested an exemption from initially publishing the contract opportunity in the procurement opportunities newsletter, i.e., the NYS Contract Reporter. In accordance with Section 144(2)(e) of the Economic Development Law, the Office of the State Comptroller has granted the exemption.
In an effort to expand employment opportunities for TANF recipients and meet the work participation rates in Monroe County, the Monroe County Department of Social Services (DSS) is adding a portion of its Combined TANF Allocation to OTDA's LIVES Program contract with the Career Systems Development Corporation (CSD). These funds will enable CSD to provide participants with physical and/or mental impairments with the services and ongoing supports they need to succeed in employment.
CSD will accept referrals from DSS and provide intake and assessment services, transition planning, and case management services. CSD will facilitate access to appropriate medical, mental health and substance abuse treatment, support services and monitoring of compliance with social services activities.
APPLICATIONS
A total of $395,800 is being made available to CSD on a performance basis. CSD will earn funding as participants achieve specific outcomes. This project will operate for two years from May 1, 2006 to April 30, 2008.
