Notice of Abandoned Property Received by the State Comptroller
Pursuant to provisions of the Abandoned Property Law and related laws, the Office of the State Comptroller receives unclaimed monies and other property deemed abandoned. A list of the names and last known addresses of the entitled owners of this abandoned property is maintained by the office in accordance with Section 1401 of the Abandoned Property Law. Deferred Compensation Board
Pursuant to the provisions of 9 NYCRR, Section 9003.2, authorized by Section 5 of the State Finance Law, the New York State Deferred Compensation Board, beginning Monday, February 12, 2007 is soliciting proposals from Financial Organizations to provide active short term fixed income investment management, active intermediate term fixed income investment management and active core fixed income investment management in a separate account structure. Each separate account will be a portion of the New York State Deferred Compensation Plan's Stable Income Fund. The Stable Income Fund is offered as an investment option under the Deferred Compensation Plan for Employees of the State of New York and Other Participating Public Jurisdictions, a plan meeting the requirements of Section 457 of the Internal Revenue Code and Section 5 of the State Finance Law, including all rules and regulations issued pursuant thereto. A copy of the request for proposals may be obtained from Linda F. Schlissel, Senior Consultant, Evaluation Associates, 200 Connecticut Avenue, Suite 700, Norwalk, CT 06854-1958, (203) 855-2260. Education Department
In accordance with the policy of the New York State Education Department to provide public notice of Regents Accreditation of Teacher Education (RATE) actions, the Department hereby gives notice that the Board of Regents has taken the following accreditation actions from February, 2006 through January, 2007.
Accredit the teacher education programs offered by Keuka College, effective June 20, 2006, for a period beginning immediately and ending on June 19, 2009.
Accredit the teacher education programs offered by St. Francis College, effective June 20, 2006, for a period beginning immediately and ending on June 19, 2009, with the condition that a focused site visit be conducted before March 14, 2008, with the condition that St. Francis College submit a compliance work plan, within 60 days from the action of the Regents, that addresses current progress, plans for continued improvement, and means of evaluating progress in (1) the formal collaboration structure between the education faculty and faculty in the Humanities, Social Sciences, and Science and Allied Health departments; (2) use and effectiveness of the recently completed Student Teaching Handbook in the areas of student placement and evaluation of field experience and student teaching; and (3) the incorporation of geography and literacy content into course curricula.
Accredit the teacher education programs offered by the Elmira College, with the exception of the Visual Arts and the Speech and Language Disabilities programs, effective June 20, 2006, for a period beginning immediately and ending on June 19, 2009, provided that Elmira College submits an acceptable compliance work plan within 60 days from the action of the Regents. The compliance work plan must specify the steps, the targeted date, and the desired outcomes of each step to address (1) assessment of candidate achievement and teaching effectiveness of graduates; (2) means to use assessment data for program improvement; (3) formal collaboration with PK-12 schools and liberal arts and sciences faculty; (4) means to gather evidence of collaboration effectiveness (i.e., program revision); and (5) course syllabi reflecting rubrics and objectives.
At its September 2006 meeting, the Board of Regents considered accreditation action of teacher education programs offered by Touro College, but deferred action pending further documentation of the College's satisfaction of RATE standards.
Accredit the teacher education program offered by D'Youville College, effective September 12, 2006, with conditions for a period beginning immediately and ending on September 11, 2009, under the condition that D'Youville College adheres to its corrective action plan and addresses each area for improvement and concern of the site visit team, the PSPB, and the Department, with a focused site visit in fall 2007 and a full reaccreditation site visit in fall 2008.
Accredit the Visual Art program and the Speech and Language Disabilities programs offered by Elmira College, effective December 5, 2006, for a period beginning immediately and ending on December 4, 2009, with the following conditions: (a) For each semester beginning with spring 2007, a majority of the credit-bearing pedagogical core courses in the Visual Arts program must be taught by full-time faculty; (b) The College must hire a doctorally prepared full-time faculty staff person in Speech and Language Disabilities or a related field within the three-year period; and (c) The Annual Report will provide information on the methods and outcomes of assessing graduate effectiveness and candidate achievements in the Visual Arts program and the Speech and Language Disabilities programs.

RATE focused site visits will be conducted at Hobart and William Smith Colleges and Cazenovia College during early spring 2007.

Pursuant to subdivision 5 of Section 23-1101 of the Environmental Conservation Law, the New York State Department of Environmental Conservation hereby gives public notice of the following:
The Department has determined that public bids for the leasing of parcels of State land totaling 25.56 acres of Interstate 86 in the Town of Corning, Steuben County for oil and natural gas production is unreasonable and impracticable.
The Department intends to lease such lands to Fortuna Energy, Inc. for such purpose.

Department of State F-2006-1115 (DA) Date of Issuance — February 14, 2007
The New York State Department of State (DOS) is required by Federal regulations to provide timely public notice for the activities described below, which are subject to the consistency provisions of the Federal Coastal Zone Management Act of 1972, as amended.
The applicant has certified that the proposed activity complies with and will be conducted in a manner consistent with the approved New York State Coastal Management Program. The applicant's consistency certification and accompanying public information and data are available for inspection at the New York State Department of State offices located at 41 State Street in Albany, New York.
In F-2006-0115 (DA), the U.S. Coast Guard, 300 Metro Center Boulevard, Warwick, RI, 02886, is proposing to replace 240 linear feet of timber sheet pile bulkhead with steel sheet pile bulkhead and repair 10 linear feet of the existing steel sheet pile bulkhead. The proposal also includes removal of a jib crane, and replacement of four light poles. All work is located at the U.S. Coast Guard Station Eatons Neck in Northport, Suffolk County.
