Recreational Services for Children Who Are Legally Blind
Proposals will be accepted through April 18, 2007 from bidders who submit a “Notice of Intent to Bid” by March 2, 2007.
Description:
Multiple three-year, fee-based contracts will be awarded statewide to all bidders whose proposal meet the stipulated criteria for programs that will help develop and reinforce the social skills, independence, confidence, and self-esteem of children who are legally blind. These programs may take place after school, on weekends, on a year-round basis, or during school vacations; they may be residential or day programs and must be tailored to the individual needs of each child referred by the Office of Children and Family Services/Commission for the Blind and Visually Handicapped (OCFS/CBVH) for service. Successful bidders must provide one or more programs that either 1) develop and/or enhance life skills; 2) explore career options and teach resume writing and interviewing and job seeking skills; 3) explore individual adaptive technology needs and teach computer keyboard skills and Internet usage; or 4) provide social and recreational opportunities that develop motor skills through dance and music and skill building field trips, etc. Approximately $300,000 per year is available for this program statewide. Referral of children to successful bidders will be based on need and availability, and the per child cost for services. There is no guarantee of referrals and/or revenues from any contract awarded pursuant to this RFP. The contract term for these services will be October 1, 2007 - September 30, 2010 with an option to renew for up to two additional years.

Various Grant Opportunities
This serves as notification that the request for proposals originally issued in December 2003 has been extended to include three additional grant submission opportunities (November 17, 2006, March 16, 2007 and July 20, 2007). Applications for Health and Safety grants $15,000 and under may be submitted by the 10th of each month ending with submissions on June 10, 2007.
Applications for all program types, except Health and Safety grants $15,000 and under, will be accepted on 06/25/04, 09/24/04, 01/14/05, 04/15/05, 07/15/05, 10/14/05, 01/20/06, 04/14/06, 07/14/06. Applications may be submitted for Health and Safety grants $15,000 and under may be submitted by the 10th of each month, beginning on July 10, 2004.
The Office of Children and Family Services is making available a series of grant opportunities to expand the availability of and/or improve the quality of care in regulated child care settings. The specific funding categories included in the RFP are: Child Day Care Center and School Age Start Up and Expansion Programs; Expansion of Hours of Existing Child Day Care Centers and School Age Child Care Programs; Health and Safety grants, Innovative Programs Initiative and Accreditation grants to reimburse programs for successfully completing nationally recognized accreditation processes.
Requirements: All categories except for the Innovative Programs Initiative are open to the not-for-profit AND for-profit child day care center, school age child care programs, other not-for-profit organizations and government agencies. The Innovative Programs Initiative category is limited to government and not-for-profit organizations. Subcontracting Provisions: In accordance with Standard NYS Appendix A.

Municipal Waste Reduction and Recycling State Assistance Program and Household Hazardous Waste State Assistance Program
Applications from municipalities are accepted on an ongoing basis for funding under the Municipal Waste Reduction and Recycling (MWRR) State Assistance Program and the Household Hazardous Waste (HHW) State Assistance Program. Both programs provide up to 50 percent reimbursement to local governments for eligible project costs, with reimbursement limited to $2.0 million per project. Anticipated funding from the Environmental Protection Fund is subject to annual legislative appropriations.
Eligible projects include the following:
MWRR Recycling Capital Projects — The Department is authorized to provide State assistance to communities for projects that enhance municipal recycling infrastructure through purchasing equipment or construction of recycling and composting facilities. Some examples are: construction of municipally-owned materials recycling facilities and composting facilities; recycling containers and recycling vehicles.
MWRR Recycling Coordinator Projects — The Department is authorized to provide State assistance to communities for Recycling Coordinator salaries and public education programs to expand local recycling and waste reduction programs and increase participation in those programs.
Household Hazardous Waste Projects — The Department is authorized to provide funding to communities for HHW collection days and construction of permanent HHW collection facilities in order to provide a safe alternative for recycling or disposal of household hazardous materials.

Family Support Services
Total funding available is $742,000. Seventy five percent of total funding must be used to provide access to families by creating new programs or enhancing existing programs for individuals with Autism, Autism Spectrum Disorder or similar behavioral disorders.

The New York State Office of Mental Retardation and Developmental Disabilities (NYSOMRDD) and the Long Island Developmental Disabilities Service Office (LIDDSO) announces the availability of Family Support Services (FSS) funding to provide In-Home Respite Services, Out-of-Home Respite Services, Recreation Services and Non-Medicaid Case Management/Service Coordination to families that provide care in their home for a family member three years of age or older with a disability. The goal of the Office of Mental Retardation and Developmental Disabilities Family Support Service Program is to assist families to remain intact for as long as they desire. An additional priority also is to address the needs of those who remain unserved and underserved. Small and emerging agencies that provide services to the underserved and the unserved are encouraged to submit proposals. The response to the RFP should clearly indicate that the service would be fully accessible, should foster independence, integration, individualization and productivity within the community for each person. It should also indicate a commitment to serving individuals with a variety of special needs, both physical and behavioral and all related supports.
The establishment of this service will be of significant assistance to the Long Island region in meeting the well established need for additional services.

TYPE OF RECIPIENT
Consistent with Chapter 862 of the Laws of 1990, the agency named below requested an exemption from initially publishing the contract opportunity in the procurement opportunities newsletter, i.e., the NYS Contract Reporter. In accordance with Section 144(2)(e) of the Economic Development Law, the Office of the State Comptroller has Granted the exemption.
In an effort to increase the employment opportunities for TANF recipients in Suffolk County, the Suffolk County Department of Social Services (DSS) is adding a portion of its TANF allocation to the Wage Subsidy Program contract held with the Network for Employment Opportunities (NEO). These funds will be used to reimburse NEO on a performance basis for job retention milestones achieved by participants and create a pool of funds to be used to reimburse employers for wages paid to program participants for an average of 10 weeks.
NEO will accept referrals from DSS and provide intake and assessment services, job readiness training, job matching and job placement services, and post employment mentoring and supportive services. NEO will also recruit employers for the Wage Subsidy Program, develop employer agreements and administer the subsidy component.
DSS referrals will be members of the following target groups; worksite participants, individuals who have completed a vocational program and have been unable to find employment, individuals who require additional hours of employment or participation to meet federally required hours of work, and individuals currently employed who need employment enhancement services.
APPLICATIONS
A total of $144,536 is being made available with $90,286 available to reimburse employers for wages and $54,250 to earn as participants achieve specific milestones. This project will operate for one year beginning October 1, 2006.
