RFP#06-034 School Bus Driver Instructor Professional Development Seminar Delivery of Training
The New York State Education Department (NYSED) is seeking proposals for the delivery of the annual Professional Development Seminar (PDS) for School Bus Driver Instructors (SBDIs) required under Education Law 3650-C and Commissioner's Regulations 156.3. The Professional Development Seminar is a major tool for providing updated and continual training of School Bus Driver Instructors, who in turn provide refresher training to public and nonpublic school bus drivers, monitors and attendants. Eligible applicants include school districts, Boards of Cooperative Educational Services (BOCES), or any other not-for-profit organization. Subcontracting will be limited to thirty percent (30%) of the annual contract budget. NYSED will award one (1) contract with a term of five (5) years that runs from July 1, 2007-June 30, 2012.
Applications will be accepted through March 19, 2007.
Mandatory Requirements:
The applicant must utilize a minimum of two (2) certified Master Instructors to teach each PDS class.

Drinking Water State Revolving Fund (DWSRF) Additional Funding Availability and Fund Adjustments
The New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC) announce that the Federal Fiscal Year (FFY) 2007 Intended Use Plan (IUP) for the Drinking Water State Revolving Fund (DWSRF), dated September 28, 2006, is being amended.
Amendment No. 3 reflects adjustments to the sources and uses of funds available for the remaining FFY 2007 IUP financing period based on an additional $6,500,000 in capital released from long term investment back to the DWSRF program. These fund adjustments will be used first to finance cost increases to projects above the funding lines on the final DWSRF IUP Readiness List and second, in order of score and to the extent funds are available, to finance projects below the funding line that submit DWSRF financing applications by March 1, 2007.
Copies of the draft amendment will be mailed to those applicants with projects on the Readiness List and to fiscal advisors. The Draft Amendment No. 3 will be available on the DOH website at www.health.state.ny.us (click on “Topics A to Z”, then “Drinking Water”, then “Drinking Water State Revolving Fund”) and through the EFC website at www.nysefc.org (click on “Programs”, then “Drinking Water State Revolving Fund”, then “IUP and Amendments”). Supported Housing for Adult Home Referrals for the Development of Supported Housing for Sixty (60) Individuals
Three (3) agencies will be selected to develop twenty (20) beds each, within the five boroughs of New York City. Funding is available to provide rental assistance and support services for 60 individuals meeting the eligibility criteria as adult home referrals.
Agencies with linkages to adult homes and experience serving adults with a serious and persistent mental illness living in these homes are urged to apply. The housing and services developed through this RFP are designed for individuals living in adult homes meeting the following criteria: Single adults who suffer from a serious and persistent mental illness or who are diagnosed as mentally ill and chemically addicted (MICA); and are presently living in a NYS Department of Health licensed Adult Care Facility or Residence for Adults located within the five boroughs of NYC and have expressed an interest to their case manager or treatment provider for alternative housing in the community. These are individuals who could live independently in the community if provided with supportive housing and have a completed HRA-2000 Housing Referral Application submitted to the NYC Single Point of Access (SPOA).
Contracts will be awarded for a one-year period with four additional one-year renewals for a maximum of five years.
Eligible applicants interested in responding to this RFP should submit a Letter of Intent postmarked by February 22, 2007 to Christine Madan, Director of Housing and Adult Services, New York State Office of Mental Health, New York City Field Office, 330 Fifth Avenue, 9th Floor, New York, NY 10001. Request for Proposals for OMRDD “Family Support Services”
The New York State Office of Mental Retardation and Developmental Disabilities (OMRDD) through the regional office of Central New York DSO announces the availability of $287,000 to provide Family Support Services to individuals who have autism, autism spectrum disorder, or a similar behavioral disorder, or another developmental disability, and reside at home with natural families. The services covered in this RFP are targeted to eight counties as follows: Cayuga, Cortland, Onondaga, Oswego, Herkimer, Lewis, Madison and Oneida. Family Support Services is a family directed, statewide system of comprehensive services which enhance a family's ability to provide care to their family member with a developmental disability. Developmental disabilities include Mental Retardation, Cerebral Palsy, Epilepsy, Autism and Neurological Impairment. Types of services include, but are not limited to, in-home and out-of-home respite; after school, after day program and school vacation respite/recreation; and evening and weekend recreation.
The funding is allocated among the eight counties as follows:
West Region — Cayuga, Cortland, Onondaga, and Oswego Counties: $184,000
East Region — Herkimer, Lewis, Madison and Oneida Counties: $103,000
In the West Region, 100% of the funding will be targeted to individuals with autism, autism spectrum disorder, or similar behavioral disorders. In the East Region, 75% of the funding will be targeted to individuals with autism, autism spectrum disorder, or similar behavioral disorders; 25% will be targeted to individuals with another developmental disorder.

Supervision and Treatment of Specialized Offender Populations/ New York City (NYC)
DPCA is issuing a Request for Proposals (RFP) for the operation of a project to provide services citywide or targeted to one or more of Kings, Queens, Richmond, and/or New York Counties for individuals with serious mental illness, including serious and persistent mental illness, who are involved with the criminal court on a felony charge and are at risk of incarceration but who are eligible as a result of program participation for a community corrections sanction. A contract for up to $150,000 per year for five years will be awarded.
These funds will provide for services and expenses associated with entities that can both act as part of a community based sanction and provide support and appropriate intervention. It is expected that the project will include individuals with co-occurring disorders: individuals who are chemically addicted in addition to being seriously mentally ill. The project should be designed to lessen or eliminate the risk of recidivism and meet the treatment needs of this population.
Preference will be given to proposals that incorporate evidence-based practice(s).

DPCA is issuing a Request for Proposals (RFP) for the operation of up to five projects to improve collaboration between probation departments and mental health service providers in the provision of services to individuals with serious mental illness, including serious and persistent mental illness, who are involved with the criminal court and are at risk of incarceration but who are eligible as a result of program participation for a community corrections sanction. Five contracts may be awarded to county probation departments other than New York City. Each contract may be for an amount up to $50,000 per year for two years.

NOT-FOR-PROFIT ORGANIZATIONS WITH DEMONSTRATED EXPERTISE IN PROVIDING SPECIAL EDUCATION ADVOCACY TRAINING FOR PARENTS, STUDENTS, AND ADVOCATES FOR PERSONS WITH DISABILITIES
Federal Funding
CQCAPD is announcing the availability of federal funding to establish a site in the Borough of Brooklyn, New York that will provide special education advocacy training to parents of children with disabilities, students with disabilities, advocates, and other interested parties within the Borough. Through the Request for Proposals (RFP) process, CQCAPD will accept applications to establish a five-year contract for the period August 1, 2007 through July 31, 2012 with an eligible organization. The initial one-year contract period (August 1, 2007 through July 31, 2008) will be funded at $50,000. Funding for subsequent one-year terms will be subject to the availability of federal grant monies. To be eligible, applicants must be not-for-profit organizations, independent of any public or private agency that provides treatment or habilitation services to persons with disabilities. Applicants must have the capacity and expertise to train the target audiences. The RFP is expected to be released on February 7, 2007. Due date and time for the receipt of proposals is March 30, 2007. Subcontracting will not be allowed without the express written approval of CQCAPD.
