Market Rate Survey of Child Care Providers
The New York State Office of Children and Family Services (OCFS) is issuing an RFA for the purpose of awarding a contract to a qualified organization to conduct a market rate survey of child care providers in New York State. New York State must establish payment rates for child care subsidies that are sufficient to ensure equal access to child care services for eligible children that are comparable to those provided to families that do not receive child care subsidies. Federal regulations require that payment rates be based on a local market rate survey conducted no earlier than two years prior to the effective date of currently approved State plan for the federal Child Care and Development Fund. A new market rate survey must be conducted prior to October 1, 2007. Additionally, New York State Social Services Law requires that the payment rates must take into account the variations in the costs of providing child care for children with special needs.

Local Firearm Lab Capacity Enhancement
The New York State Division of Criminal Justice Services (DCJS) is issuing a Request for Applications (RFA) to solicit applications for awards to enhance the ability of local firearm laboratories to perform prompt forensic testing of all firearms and firearms-related evidence submitted by law enforcement agencies in connection with on-going criminal investigations. Subject to State appropriation authority, approximately $500,000 is available for awards. Awards will be for a 12-month period with one 1-year renewal option.

Supports for Persons Who Are Medically Fragile and Their Caregivers
Up to six grants of up to $35,000 each will be funded by DDPC for a 12-month period to develop and implement initiatives that support individuals who are medically fragile and their caregivers. The initial three months of the first year of the grant will focus on program planning and development while the remaining nine months will be spent on implementation and evaluation. The grants may be renewed for two additional 12-month periods for up to $45,000 each for continued implementation. Grants in varying amounts may be awarded; the applicant's program and budget narratives must provide the justification for the amount requested.
The DDPC is seeking ideas which will increase independence, integration and inclusion of individuals who are medically fragile into the community. All suggested initiatives should address capacity building, systems change and/or advocacy. Submitted proposals must focus on at least one of the identified areas of need:
Nursing Services: Lack of trained nurses; lack of reliable nursing service providers; concerns about salaries/benefits structure for in-home nurses related to recruitment and retention; need for backup nursing services; need for marketing campaigns within nursing schools/hospitals to promote the benefits of in-home care as a career choice.
Community Integration: Residential options beyond nursing homes; timely approval of home modifications; provision of day services; availability of respite services.
Resources/Supports: Linkages to neonatology, intensive care and rehabilitation units to reach new caregivers before discharge and thereafter, including caregiver to caregiver supports and the development of resource materials for new caregivers.
Other: Coordination of services and people at time of discharge and thereafter; need for a medical home; training of service coordinators and others; coordination between Department of Health and Office of Mental Retardation and Developmental Disabilities supports and services; and/or other well-supported issues affecting individuals who are medically fragile and/or their caregivers.

State Wildlife Grants Program
Applications must be postmarked by March 31, 2007 for the Federal Fiscal Year 2005 State Wildlife Grants Program funds. Approximately $2.94 million is available for projects implementing the recommendations of New York's Comprehensive Wildlife Conservation Strategy (CWCS). Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Additional Funding Availability and Fund Adjustments
The New York State Environmental Facilities Corporation (EFC) and the Department of Environmental Conservation (DEC) announce that the Federal Fiscal Year (FFY) 2007 Intended Use Plan (IUP) for the Clean Water State Revolving Fund (CWSRF) for Water Pollution Control Projects, dated September 2006, is being amended.
Amendment No. 1 reflects adjustments to the sources and uses of funds available for the remaining FFY 2007 IUP financing period based on an additional $25,000,000 in capital released from long term investment back to the CWSRF program. These fund adjustments will be used first to finance cost increases to projects above the funding lines on the final CWSRF IUP Annual Project Priority Lists and second, in order of score and to the extent funds are available, to finance contingency projects below the funding lines that submit CWSRF financing applications by March 1, 2007.
Copies of the draft amendment will be mailed to those applicants with projects on the Annual Project Priority Lists and to other interested parties. The Draft Amendment No. 1 will be available on the EFC web site at www.nysefc.org (click on “Programs”, then “Clean Water State Revolving Fund”, then “IUP and Amendments”). Copies of Draft Amendment No. 1 can also be requested by calling the EFC toll-free line at (800) 882-9721 or at (518) 402-7433.
Written comments on Amendment No. 1 to the CWSRF IUP will be accepted by mail or fax until close of business, Friday, February 9, 2007. Breast Cancer Education Programs
The purpose of this Request for Applications is to invite applications from Community-Based Organizations (CBOs) in collaboration with researchers from accredited academic institutions, including medical centers, medical schools, teaching hospitals, universities and schools of public health, for the planning and assessment of new breast cancer education programs and materials.
A maximum of six (6) projects will be funded. Each 24-month project will receive up to $150,000 for its duration.
ELIGIBLE RECIPIENTS: The applicant must be a not-for-profit 501(c)(3) CBO in New York State serving one or more New York communities, including those participating in the DOH Healthy Women Partnerships. A CBO offers several services to a community and its governance staff and volunteers are drawn from that community. CBOs providing breast cancer programs often involve breast cancer survivors.

Protection and Advocacy of Individual Rights (PAIR) Program
As the administering agency for the PAIR program, CQCAPD is announcing the availability of federal funding to establish five-year contracts for the period July 1, 2007 — June 30, 2012 with not-for-profit organizations to provide program services in six regions throughout New York State.
Program Summary: Pursuant to funding made available through the Rehabilitation Act of 1973, as amended, CQCAPD is announcing the availability of funding to establish six contracts with eligible agencies in the Central, Long Island, Lower Hudson Valley, New York City, Upper Hudson Valley, and Western regions of New York State to provide legal, administrative, and other remedies to persons with disabilities who are not otherwise eligible to receive services through the PADD, PAIMI, or CAP programs. Duties of the offices will include outreach and training to promote understanding of the rights of such persons and assistance in the resolution of complaints, including the provision of legal and non-legal advocacy services. Requirements: Grantee must be a not-for-profit organization, independent of any agency that provides treatment or habilitation services to persons with disabilities. Grantee must have the capacity and expertise to effectively advocate on behalf of eligible individuals and to provide legal representation.
It is anticipated that a total of approximately $643,800 will be available during the first one-year contract period of July 1, 2007 — June 30, 2008. Funding amounts for years two-five of the five-year term will be subject to the availability of funds.
A Request for Proposals (RFP) is expected to be released on January 25, 2007. Due date for receipt of proposals is March 2, 2007. Subcontracting will not be allowed without the express written approval of CQCAPD.

Consistent with Chapter 862 of the Laws of 1990, the agency named below requested an exemption from initially publishing the contract opportunity in the procurement opportunities newsletter, i.e., the NYS Contract Reporter. In accordance with Section 144(2)(e) of the Economic Development Law, the Office of the State Comptroller has Granted the exemption.
The SFY 2006–07 Budget allocated Flexible Funds for Family Services (FFFS) funds to local departments of social services districts (LDSS) to support welfare to work activities for low-income families. The appropriation includes language that allows OTDA, at the request of the LDSS, to reserve a portion of funds for the continuation of statewide contracts.
Several LDSS' have designated a portion of their FFFS allocation to support the continuation of the Education for Gainful Employment (EDGE) program. EDGE is designed to assist LSSDs in addressing the educational and training needs of the TANF population. The EDGE program model provides TANF-eligible individuals the opportunity to gain the training and skills that have prevented them from finding jobs with wages adequate to support their families. The focus of EDGE is on educational instruction (i.e., Adult Basic Education, English as a Second Language) that will improve employability and job entry prospects of its participants.

In accordance with Section 144(2)(e) of the Economic Development Law, the Office of the State Comptroller has Granted the exemption.
The Office of Temporary and Disability Assistance plans to contract with the Urban Institute to conduct a multi-faceted analysis of the Strengthening Families through Stronger Fathers Initiative, including the first in the nation Earned Income Tax Credit for noncustodial parents. The contract term is expected to be four years, beginning in December 2006. The contractor will evaluate the five different pilot programs for the Fatherhood Initiative.
The use of the Urban Institute for the evaluation of these initiatives will provide this Office with the best objective analysis of the programs and their impact on noncustodial parent's ability to more significantly contribute to the economic and social well being of their children. The contractor is expected to help the Office develop quantitative and qualitative data analysis of the effectiveness of these initiatives and provide suggested recommendations and alternatives to meet the needs of the program's projected outcomes. Because of the multiple initiatives and the use of multiple pilot sites which are unique and completely independent from each other, the contractor must be experienced and large enough to cover all of New York with the evaluation in order to be effective. The contractor must be able to work in collaboration with the State staff in developing analysis and recommendations. The contractor must be able to assist State staff in detailing program outcomes and suggested alternatives and must be available to meet with State staff on a frequent and on demand basis.
