(a) The commissioner shall appoint representatives who shall visit the council's or association's place of business for the purpose of evaluating fiscal, management, and technical policies and practices.

(b) Such evaluations shall be conducted by the department at such intervals as the commissioner may direct and at a time selected by the commissioner.

(c) A full report of findings and recommendations shall be made to the entire board of trustees of the council or association.
