25.1 Applications.
Any person wishing to be heard at a public meeting of the Board of Regents shall submit a written request to that effect at least 10 days in advance of the date of the meeting at which he wishes to be heard. Such request shall be addressed to the Commissioner of Education, State Education Building, Albany, New York, and shall clearly state:
(a) the subject matter on which the applicant wishes to be heard;
(b) the purpose of the proposed appearance;
(c) the amount of time requested for such appearance.
