The commissioner shall prepare all forms, directions and examinations, and perform such other official duties as may be necessary to carry out the provisions of the Election Law relative to certificates of literacy. He shall send such supplies to superintendents of schools, for use at local registration, and to county boards of elections, for use at central registration, on or before October 1st of each year.
