The commissioner shall make regulations establishing standards for the organization and conduct of industrial arts, vocational-industrial, technical, general industrial, part-time continuation, industrial cooperative, adult vocational-industrial and avocational-industrial schools and classes. In approving such schools the commissioner shall determine the adequacy of facilities and equipment, the standards of instruction and their educational efficiency.
