(a) The commissioner shall make regulations and establish standards for the licensing and conduct of private trade schools.

(b) It shall be the duty of the commissioner and he is hereby authorized to determine the adequacy of resources and equipment, the standards of instruction, the educational efficiency and the eligibility for license of such schools.
