An owner or operator of a facility subject to this Part must submit an application for a permit or permit modification, as appropriate, pursuant to Part 201 of this Title. As part of the application, an owner or operator of a facility subject to a specific CO₂ emission limit in section 251.3(a) or (b) of this Part must specify which form of CO₂ emission limit the owner or operator will comply with in the permit, either the output-based limit or the input-based limit.
