These policies shall constitute rules of the board of trustees for the government of the university and the institutions therein regulating the matters contained herein as authorized by law. Nothing in these policies contained shall be construed to restrict the power of the board of trustees from time to time to alter, amend, revise or repeal the provisions hereof in whole or in part.
