(a) To establish such tuition fees and other charges for special courses and programs not explicitly provided for by resolution of this board as will pay all costs required to be met from such income.

(b) To determine and to establish policies regarding refunds of such fees.

(c) To establish the time and method of payment of such fees and charges.

(d) To delegate to the administrative head of an institution the power to establish such charges for special events and noncredit programs of less that [sic] a regular or summer session duration as will pay all costs required to be met from such income subject to such rules and regulations as he may deem necessary.
