(a) ORPTS shall notify the subject property owner, of the receipt of an application for a State advisory appraisal, and ask for the property owner's cooperation in completing the appraisal.

(b) ORPTS shall provide a draft report of the advisory appraisal to the assessor and the property owner. The property owner and the assessor shall have 14 days from the date the draft report was sent to comment to ORPTS.
