In addition to the requirements of section 8187-1.13 of this Part, in making its determination, the State Board shall determine what deductions or additions ought to be made from or to the aggregate corrected value of the real property of each tax district within the county as established by the county legislative body, commissioners of equalization or county tax commission for equalization purposes.
