If any provision of the Part or the application thereof to any individual or circumstance is held invalid by a court of competent jurisdiction, such invalidity shall not affect other provisions or applications of the Part which can be given effect without the invalid provisions or applications and to this end the provisions of this Part are declared to be severable.
