(1) Whenever a specific statutory or contractual provision requires that payment be preceded by an inspection period or an audit to determine the resources applied or used in fulfilling the terms of the contract, the required payment date shall be 45 calendar days after the completion of the inspection or audit.

(2) Whenever a State budget appropriation required to authorize payment is not enacted in sufficient time to permit payment on the required payment date, the required payment date shall be 45 calendar days after the trust is notified of the enactment and availability of the appropriation.

(3) Whenever funds which the trust has designated and set aside for payment have, through no fault of the trust, become unavailable for such payment, the trust shall make every reasonable effort to substitute other funds. The required payment date shall be 45 calendar days after the necessary funds have become available.

(4) Whenever an invoice must be examined by the Federal government prior to payment, the required payment date shall be 45 calendar days after the trust receives notification of Federal approval of the invoice.

(5) Whenever the trust believes that an invoice is defective or incomplete, or that the delivered goods, property or services are incomplete, or suspects improprieties of any kind, payment shall be made in accordance with section 9500.8 of this Part.

(6) Effective January 1, 1989, the required payment date shall be 30 calendar days, excluding legal holidays, after any required inspection, audit or notification has been accomplished or funds made available.
