The maximum speed on the vehicular crossing is 40 miles per hour in the State of New York and 50 kilometers per hour in the Province of Ontario, unless otherwise posted and except where a special hazard exists that requires lower speed as provided in section 5504.1 of this Part; and no person shall operate a vehicle on the vehicular crossing at a speed in excess thereof.
