(a) Development plan means the general development plan, as heretofore or hereafter amended, annexed as Schedule 2 to the lease, dated December 23, 1969, as heretofore or hereafter amended, among the City of New York, the New York State Urban Development Corporation and the Roosevelt Island Development Corporation, pursuant to which the City of New York leased substantially all of Roosevelt Island to the New York State Urban Development Corporation.

(b) Representative means director, officer or employee.

(c) RIOC means the Roosevelt Island Operating Corporation created by section 3 of chapter 899 of the Laws of 1984.
