(a) These regulations set forth the types of available assistance, evaluation-criteria, application and project process and related matters, including implementation and administration of the urban and community revolving loan trust fund, under the Urban and Community Development Program (the program). The program promotes economic development in the State of New York by encouraging economic and employment opportunities for the State's citizens and stimulating development of communities and urban areas.
