The purpose of these regulations is to set forth and codify administration by the New York State Urban Development Corporation of the minority and women revolving loan trust fund (“Trust Fund”) authorized by chapter 54, section 1 of the Laws of 1991 and chapter 54, section 3 of the Laws of 1991. The purpose of the trust fund is to authorize administering corporations, selected by the corporation, to administer trust fund proceeds to assist eligible businesses in succeeding, surviving and growing in the State. The trust fund program will also seek to establish affirmative action goals for participation in projects by minority persons and women.
