(a) No final decision of the authority to carry out or approve an action shall be taken until there has been full compliance with the provisions of this Part and 6 NYCRR Part 617, including the payment to the authority of all necessary fees and costs.

(b) For the purposes of this Part, in certain instances, based on the applicant's preliminary environmental documentation supplied to the authority, a tentative approval of a proposed action involving an applicant may be granted. Such tentative approval shall not constitute a final decision or determination by the authority.
