The provisions of this Part shall apply and take effect as prescribed in article 8 of the Environmental Conservation Law. The authority shall maintain a list of those policies and programs that it undertakes or carries out, which according to this Part, are “actions” that may have a significant effect on the environment. Program environmental impact statements (PEIS) of such actions shall be prepared according to this Part by the authority in keeping with the availability of existing staff and resources.
