(a) From time to time, and as funds become available, the agency will issue a notice of fund availability. Application forms and instructions will be available, upon request, at the offices of the agency and at such other locations which the agency may designate.

(b) Applications will be accepted thereafter for review and evaluation on an ongoing basis.

(c) Applications shall be submitted in the form required by the agency and shall contain such information as the agency shall require to determine the eligibility of the applicant and the project and to evaluate the application in accordance with the evaluation factors set forth herein.
