Sections 1808.11-1808.19 of this Part shall be applicable where there is reason to believe that a person may have violated any provision of the compact, or the commission's rules, regulations, orders, approvals, docket conditions, or any other requirements of the commission. The said person shall hereinafter be referred to as the alleged violator.
