1160.6 Taxi—concession.
(a) General system.
Taxicab concessionaire shall operate from passenger loading, unloading and staging areas as designated by the airport manager. Authorized taxicabs will progress through the staging areas and passenger loading/unloading areas to depart the airport.
(b) Privileges granted.
Taxicab concessionaire is provided the privilege of an exclusive right to solicit passengers for taxicab service from the airport, to any and all points outside the airport area. However, the solicitation of passengers is prohibited inside the terminal building.
(c) Taxicab operation requirements.
(1) Starter responsibility.
The concessionaire agrees to provide a “starter” who will be available to furnish service to the airport passengers at the time of all scheduled flight arrivals (including changes in schedules) of the various airlines. In addition, the starter will be responsible for the following:
(i) insuring the smooth, orderly loading and departure of the taxicabs;
(ii) maintaining order in the designated taxi staging areas and loading/unloading areas;
(iii) insure taxicabs are provided trips on a random, nonpreferential basis;
(iv) direct patrons to alternative forms of transportation if requested;
(v) advise patrons of authorized rates, if requested; and
(vi) balance taxi service at both the east and west terminal buildings.
(d) Fees and charges.
As stipulated in the executed concession agreement between the NFTA and the taxicab concessionaire.
