(a) The purpose of this Part is to establish such additional procedures as are necessary for the implementation of the State Environmental Quality Review Act (SEQR) by the Niagara Frontier Transportation Authority and its subsidiary corporations which exist now or may be created at a later time.

(b) The authority for the issuance of this Part is contained in section 8-0107, article 8 of the State Environmental Conservation Law.
