The owner or operator thereof shall be responsible for the prompt removal of aircraft, watercraft or motor vehicle wrecked or disabled at an air, marine or bus terminal as directed by the manager. In the event of his failure to comply with such directions, such wrecked or disabled aircraft, watercraft or motor vehicle may be removed by the authority at the owner's or operator's expense and without liability for damage which may result in the course of such removal.
