All traffic in, at or upon any terminal or terminal highway, must at all times comply with any lawful order, signal or direction of any authorized authority representative. Where such traffic is controlled by traffic lights, signs, mechanical or electrical signals, or pavement markings, such lights, signs, signals and markings shall be obeyed unless an authority representative directs otherwise.
