(a) when necessary to avoid injury or damage to persons or property;

(b) in compliance with the direction of an employee of the Triborough Bridge and Tunnel Authority, properly identified, or a New York City police officer or a traffic signal;

(c) when paying tolls; or

(d) when disabled.
