No person shall damage, mark or deface any structure or appurtenance under the control of the Triborough Bridge and Tunnel Authority. The owner or driver of any vehicle using a vehicular crossing shall be severally liable for any defacement or injury to the structure or Triborough Bridge and Tunnel Authority equipment caused by such vehicle or by an act of any occupant of such vehicle.
