ALBANY PORT DISTRICT COMMISSION
Rules and charges governing the handling of freight at the Port of Albany
TERMINAL CHARGES

1. xDOCKAGE (Per Day — Saturdays, Sundays and Holidays included):
Ca nal: Canal boats, barges or lighters, less than 150 feet in length, ten cents (10¢) per running foot per day or fraction thereof. Minimum $10.00 per day, or fraction thereof per boat. Barges or lighters, 150 feet or more in length, twelve cents (12¢) per running foot per day or fraction thereof.
Oc ean. All self–propelled vessels, six cents (6¢) per net registered ton, per day or fraction thereof.
Do ckage Day: A 24–hour period or fraction thereof starting at 7:00 A.M., Saturdays, Sundays and Holidays included. Vessels refusing to vacate a berth, when so ordered as per Item No. 20 of APDC General Rules and Regulations No. 3, will be assessed for those hours the vessel occupies the berth beyond the order to move until operations resume, at the rate of $50.00 per hour or fraction thereof.
2. WHARFAGE (Cargo):
Per measurement or per ton, net or gross, railroad rating.
xxWharfage — 25 cents per ton, except as named in A.P.D.C. Tariff I.C.C. No. 31, or reissue thereof.
xxxShip–side wharfage — 10 cents per ton.
Al l cargo that has paid a wharfage charge, if, and when reloaded to a vessel from dock, or Transit Sheds, the charge will be ten cents (10¢) per ton.
WHARFAGE ON LUMBER:
xxWharfage on lumber, 25 cents per thousand feet (B.M.).
xxxShip–side wharfage, 15 cents per thousand feet (B.M.).
Lu mber on which top wharfage has been paid, when reloaded to a lighter or barge, 10 cents per thousand feet (B.M.).
3. FREE TIME LIMIT:
Fr ee time commences first 7:00 A.M., exclusive of Saturdays, Sundays and Holidays, after complete discharge of vessel.

Note: A —Fifteen days free time will be allowed on woodpulp. After the experation of free time all cargo remaining in Transit Sheds will be moved to warehouse.
Steamship companies or their agents will be held responsible for all cargo on the dock, or in the Transit Sheds during "free time." They will also be held responsible for the collection of wharfage and all other charges that have accrued on shipments delivered during the free time. On any cargo transferred from the transit sheds or docks to warehouse, the Albany Port District Commission will issue a warehouse receipt to the owners of the cargo when they surrender their original bills of lading to the Port Commission in exchange for warehouse receipts.
4. STORAGE:
St orage accrues after expiration of free time as provided in A.P.D.C. Storage Tariff I.C.C. No. 30 or reissue thereof.
5. SWITCHING:
Al bany: A charge of $14.50 per car is assessed by the Albany Port District Railroad for switching to and from docks and connecting rail carriers. The connecting line–haul carriers absorb $11.13 per car of this charge in accordance with the D. & H.R.R.–I.C.C. No. 310 and Penn Central–I.C.C. No. 1715 or reissues.
Re nsselaer: No charge for switching to or from the Albany Port District Docks at Rensselaer by the Albany Port District Railroad, as rail carrier performs Port Terminal Service.
The Albany Port District Commission assumes no liability for delay to vessels loading or discharging cargo at Rensselaer due to failure of Penn Central Transportation Company to place cars promptly.
6. ELECTRICITY:
Li ght: Light will be furnished at the rate of 40¢ per 100–watt light per night of ten hours or fraction thereof.
Power: Power for operation of handling equipment will be furnished at the rate of $5.00 per unit, per day or fraction thereof.
7. WATER:
Fr esh water supplied during regular working hours daily except Saturdays, Sundays and holidays at $1.50 per 100 cubic feet plus $10.00 service charge per daily delivery on straight time. Additional charge if supplied during other period.
8. MISCELLANEOUS:
Se rvice: Any service not covered in this schedule will be furnished at cost plus fifteen per cent.
9. PASSENGERS:
A charge of $2.00 per passenger will be assessed against all passengers embarking on or disembarking from vessels berthed at the dock facilities of the Albany Port District Commission. In circumstances where passengers depart from Albany and return to Albany aboard the same vessel on same voyage (cruise trips) a single charge of $2.00 per passenger will be assessed.
10. LIVESTOCK:
A charge of $1.00 per head will be assessed against all cattle, horses, etc. loaded aboard or unloaded from vessels berthed at the dock facilities of the Albany Port District Commission.
11. STEVEDORING:
Re sponsible and efficient stevedoring service is available through incorporated and bonded companies.
12. INSURANCE:
Ea ch owner must provide his own insurance. The Albany Port District Commission does not cover with insurance property in the transit sheds or storage warehouses, or in open areas.

13. Ship owners or their agents will be responsible for the delivery of lumber and will issue delivery orders for same during free time.
Stevedores must furnish their own lumber carriers and bolsters.
After free time has expired, all lumber must be back piled by the owner.
Equipment for this purpose must be supplied by the owner.
After free time all owners of lumber must take possession of and assume full responsibility for delivering their own lumber.
All gate passes must contain information that will identify “lots” and ships.
14. BACK HANDLING TO TRUCK DELIVERY YARD:
Un less specifically ordered prior to discharge from vessel, all lumber will be placed in the open in truck delivery yard.
Ha ndling between end of ship's tackle to place of rest for free time delivery (including use of bolsters) will be as per rates negotiated between the stevedoring companies and the lumber operating companies at Port lumber terminal in Rensselaer. (See Note A)
NOTE A: On all lumber, shingles and lath, the wharfage charge named in A.P.D.C. Tariff No. 31, or reissues thereof, will apply.
15. BACK HANDLING TO STORAGE YARD:
As per rates quoted by operating companies at Port lumber terminal in Rensselaer.
16. FREE TIME LOADING:
As per rates quoted by operating companies at Port lumber terminal in Rensselaer.
17. SHINGLES AND LATH:
As per rates quoted by operating companies at Port lumber terminal in Rensselaer.
18. DELIVERIES:
Al l lumber is received at end of ship's tackle and receipted for as “A LOT” said to contain a certain number of pieces or footage, more or less, and will be accordingly delivered by the contractor as “A LOT” without regard to number of pieces or footage unless tally is requested by owners.
Ra tes for sorting, tallying and also loading lumber from string–piece of ship's tackle over–side to lighters, or canal boats, will be named on application to the stevedoring companies.

19. RESPONSIBILITIES OF MOTOR CARRIER'S EMPLOYEES IN TRUCK LOADING AND UNLOADING:
When the truck driver does not assist in the loading and stowing of his truck the Stevedore, acting as agent for the Albany Port District Commission, shall make a surcharge, in addition to applicable rate as published herein, of $13.22 per straight time man hour, $17.68 per overtime man hour, and $22.14 per penalty meal-time hour.

33. Ha ndling of Heavy Lift and Bulk Articles:—
Handling charges, as published herein, do not apply on articles weighing more than 3,000 pounds per piece or per package, which articles must be handled by owners, or by carriers, at owners' option and at owners expense.
Arrangements for the handling of heavy lifts must be made between the owners, or by carriers, with the stevedoring company.
On all heavy lifts the delivery order or orders must show the individual weights of each piece.
 
Note: N.O.S. means Not Otherwise Specified.
Handling means the physical handling (loading or unloading) of cargo.
