(a) It shall be unlawful for any person, firm or corporation to utilize or make use of any wharf, dock, landing or other utility operated by the Port Commission without paying to said commission the proper toll charge or fee therefor as fixed by the commission.

(b) It shall be unlawful for any person, firm or corporation to fail, refuse or neglect to comply with any of the provisions of the rules and regulations prescribed herein, and a violation of any of the provisions of these rules and regulations shall be subject to the penalties in such case made and provided.
