651.1 Definitions.
The following terms whenever used in this Chapter, except as otherwise specifically intended, shall be defined to mean and shall be held to include each of the meanings herein below specifically set forth, and any such terms used in the singular number shall be held to include the plural:
(a) Commission.
The Lake Champlain Bridge Commission.
(b) Employee.
The toll collectors and such other individuals designated by the commission as special officers for the direction and control of traffic.
(c) Bridges.
The Lake Champlain Bridge, between Crown Point, New York, and Chimney Point, Vermont, and the Rouses Point Bridge, between Rouses Point, New York, and Alburg, Vermont, including the embankments on land and in water on which the approach highways maintained by the commission are built.
(d) Roadway.
All that portion of the bridges designed for the use of vehicles.
(e) Curbing.
All that portion of the bridges consisting of concrete, or concrete and steel, on the sides of the roadway and raised to a slight elevation above it.
(f) Draw zone.
All that portion of the Rouses Point Bridge, consisting of the moveable span and the adjacent fixed spans in each end thereof which lie between the two roadway gates.
(g) Pedestrians.
All foot passengers on the bridges who have paid toll or are actually proceeding toward the regular toll collection booths for the purpose of crossing and paying toll therefor.
(h) Vehicle.
That in or on which anything is carried.
(i) Passenger auto.
Includes every type of motor driven vehicle used for the transportation of passengers and registered as such, but excluding buses.
(j) Truck.
Includes every type of motor driven vehicle used for commercial purposes and registered as such.
(k) Trailer.
A vehicle without motive power, drawn by a motor driven vehicle.
(l) Motorcycle.
Includes all motor operated vehicles of the bicycle or tricycle type.
(m) Driver.
A person who propels or operates or who is in charge of a vehicle.
(n) Toll zones.
Such space at or near the toll house as has been established for the collection of tolls.
