Before using any portion of the facility, all vehicles shall be subject to inspection when, in the opinion of the bridge employee then in charge, such inspection shall be deemed necessary to determine whether such use would be in violation of this Chapter, and if in the sole and exclusive judgment of the bridge employee in charge a vehicle is determined to be unsafe then the transportation of such vehicle shall be prohibited.
