601.1 Definitions.
(a) Vehicular crossing.
Shall mean the entire project or facility, including but not limited to, the bridge plazas, approaches, employee parking areas and truck yards under the jurisdiction of the Buffalo and Fort Erie Public Bridge Authority.
(b) Bridge.
Shall mean that area or part of the vehicular crossing between the inspection canopies at the terminals of the bridge.
(c) Pedestrian crossing.
The bridge sidewalks, approach sidewalks, terminal area walks, pedestrian tunnel and other designated pedestrian walkways and standing areas under the jurisdiction of the Buffalo and Fort Erie Public Bridge Authority.
(d) Pedestrian.
Any person afoot.
(e) Roadway.
That part of the bridge, plazas, approaches, yards and terminals designed for the use of motor vehicles.
(f) Vehicle.
Every device in, upon, or by which any person or property is or may be transported or drawn upon the roadway.
(g) Passenger auto.
Includes every type of motor driven vehicle used for transportation of passengers and registered as such, including taxicabs and cars rented for hire, but excluding buses.
(h) Bus.
Includes all motor vehicles having the capacity for 10 or more persons, including the operator.
(i) Truck.
Any motor driven vehicle operated on a public highway, designed, used or maintained primarily for the transportation of property including self propelled vehicles, except those classified as buses, taxicabs, passenger autos, tractors and trailers or semi-trailers.
(j) Tractor.
A motor vehicle designed and used for drawing other vehicles but having no provision for carrying loads independently.
(k) Trailer and semi-trailer.
A vehicle without motive power drawn by a motor driven vehicle.
(l) Operator.
The driver or any person who pushes, draws, propels, operates or is in charge of a vehicle.
(m) Park or parking.
Means the standing of any vehicle on the roadway, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
(n) Stop or stopping.
When prohibited, means any halting, even momentarily of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the direction of a bridge employee, any police officer, traffic control sign or signal.
(o) Traffic control devices.
All signs, signals, markings and devices, permanent or temporary, placed or erected by the authority for the purpose of regulating, warning or guiding traffic.
(p) Traffic.
Shall include pedestrians and vehicles whether moved by human power or otherwise.
(q) Bridge employees.
All bridge persons employed by the authority or designated to act for and on behalf of the authority.
(r) Police force of the authority.
Police force of the authority shall consist of bridge employees appointed by the authority.
(s) The authority.
Wherever the word authority is used in this Chapter, it shall mean the Buffalo and Fort Erie Public Bridge Authority.
