Except as provided in section 500.2 of this Part, the secretary of the authority or, in the absence or disability of the secretary, the general counsel of the authority, shall, as soon as practical after each meeting of the authority, certify a copy of the minutes of such meeting and transmit the same to the Governor of the State of New York at the Executive Chamber in Albany.
