Before starting, stopping, backing or turning, drivers of all vehicles shall make certain that such movement can be made in safety and an appropriate signal by means of the hand or arm or by a mechanical or electrical device shall be given. No U turns shall be made except under the direction of a member of the toll force or police department. No person shall back a vehicle at the toll booth except under the direction of a member of the toll force or police department.
