No person shall operate a motor vehicle upon the bridge or its approaches unless he is duly authorized to operate motor vehicles in the State of New York. No motor vehicle shall be permitted upon the bridge or its approaches which is not registered in accordance with the provisions of the law of the State of New York. Every operator of a motor vehicle on property over which the authority exercises jurisdiction will present his operator's license and vehicle registration when demanded by a member of the toll force or police department.
