Every pier superintendent having overall charge or supervision of the operation of the pier or other waterfront terminal who is employed by a carrier of freight by water having the responsibility of safeguarding waterborne freight shall cause to be recorded on the appropriate documents reflecting delivery or removal of cargo to or from the pier or terminal by motor vehicle, the full names of all checkers assigned to such vehicle.
