Every pier superintendent having overall charge or supervision of the operations of the pier or other waterfront terminal who is employed by a carrier of freight by water having the responsibility of safeguarding waterborne freight shall cause all cargo on the pier or terminal to be so protected from theft or pilferage as may be reasonably necessary and appropriate for the particular cargo.
