The records access officer shall cause public notice to be posted in Building 9, State Campus, Albany, NY 12227, and all other buildings occupied by the department, informing members of the public of his business location and telephone number; the time and place records will be made available for inspection and copying; the name, business address and telephone number of the department's fiscal officer; and the notice shall inform the individual of his right to appeal the denial of access to requested records and provide him with the name, business address and telephone number of the records appeals officer.
